At Zurich he focused exclusively on a message he presaged at Fulton – ‘the awful ruin of Europe’, ‘a new unity’ in Europe needed for the ‘safety of the world’, and how to initiate its creation.
Its boldness lies in its call for Franco-German partnership – the idea that it was incumbent on them to seek ‘a kind of United States of Europe’, and equally important for the UK to resist any temptation to succumb to its own version of isolation.
